ESSENTIAL FUNCTIONS:

Supervises and directs assigned personnel, interviewing applicants, hiring, orienting new
personnel, providing training and corrective instruction, planning/making work assignments,
evaluating performance, maintaining discipline, and terminating as necessary;

Administers Department budget, reviewing/authorizing expenditures, and ensuring
maintenance of accurate financial records; Oversees maintenance of statistical data and
preparation and submission of periodic state and local reports as required;

Maintains waste management resource information, develops and implements programs, and
prepares and disseminates educational and promotional information, including making
speeches, distributing news releases, and coordinating workshops/seminars and meetings;

Establishes/maintains database of residential solid waste fee accounts using Assessor's
records, researching, verifying, entering data on computer; Processes billing, printing and
mailing notices, receiving payments and posting on computer;

Periodically provides on-site waste audits to industrial, commercial and institutional
operations to assist in implementing effective methods to dispose, reuse and recycle waste;

Periodically performs duties of Site Attendant in his/her absence or as needed;

Prepares and submits annual grant applications and budget requests; Prepares bid
specifications, solicits bidders, and negotiates terms of contracts for waste hauling and reuse;

Maintains knowledge of current trends and changing technology regarding integrated solid
waste management by periodically attending conferences, meetings and workshops/seminars;

Updates 20-year plan annually, including evaluating present programs, projecting needs, and
making recommendations for revisions to SWMD Board.

REQUIREMENTS;

Associate Degree in Business Management, Environmental Management or Planning, Public
Administration or related field, or equivalent combination of education and experience;

Working knowledge and ability to make practical application of solid waste management
technology, principles, practices, regulations and terminology; Ability to ensure compliance
with Department and OSHA safety policies and procedures;

Ability to supervise assigned personnel, interviewing applicants, hiring, orienting new
personnel, providing training and corrective instruction, planning/making work assignments,
evaluating performance, maintaining discipline, and terminating as necessary;

Working knowledge of standard English grammar, spelling and punctuation, and ability to
prepare correspondence and reports, and properly operate office equipment, including
computer, printer, typewriter, fax machine, copier, and telephone;

Ability to effectively communicate orally and in writing with co-workers, other County
Departments, SWMD Board, waste hauling and reuse contractors, funding/regulating
agencies, business representatives and the public, including being sensitive to professional
ethics, gender, cultural diversities and disabilities;

Ability to establish and maintain cooperative working relationships with other districts,
businesses and governmental agencies;

Ability to prepare and effectively administer grant applications and Department budgets.
Ability to plan, prepare and disseminate promotional and educational information and make
public speaking presentations;

Ability to occasionally work extended, evening and/or weekend hours and occasionally travel
out of town or training and meetings, sometimes overnight;

Ability to work on several tasks at the same time and complete assignments effectively
amidst frequent distractions and interruptions;

Ability to work alone and with others in a team environment with minimum supervision.

LICENSE/CERTIFICATION NEEDED:

Possession of a valid driver's license and demonstrated safe driving record.
